Payne-Phalen is a diverse ’hood on many levels. A wide range of races, cultures and income levels forms a mix of neighborhood personalities. While some of the homes around Lake Phalen are positively posh, the south end of the area is known more for its rough edges. The two are divided by a more middle-class area north of Maryland Avenue.
Though Payne-Phalen can be a tough ’hood in some areas, overall, it’s a community on the upswing. Since 1990, families have been drawn here looking for moderately-priced housing, leading to a huge influx of school-aged kids and a decrease in crime.
The parks are nice (Lake Phalen—what’s not to like?). Plus, there's Swede Hollow Park, the Bruce Vento Nature Sanctuary and access to the Gateway Hiking Trail for hiking, biking or rollerblading. If you’d rather exercise your green thumb, there’s Beaumont Community Garden. And check out the neighborhood eateries and local favorites like Romolo's Italian Restaurant.
How a community parties says a lot about who they are, and annual festivals like the Payne Avenue Harvest Parade, Dragon Festival, and St. Paul Winter Carnival should assure you they know how to have fun in Phalen.
